While it wasn’t the thrust of your piece, I was surprised to see no mention of the admittedly obvious, but imo the most important aspect of the amendment: that the over-site committee or the executive branch can keep whichever evidence classified that they deem a threat to national security. I don’t disagree that that should be the case, but it alone is enough to keep us in the dark and can easily be used to obfuscate.
